it was hurricane sandy, the need to spend on the home; whether it was the tragedy in connecticut, and took away the feel-good factor-- it was a confluence of events that led to a "should have been better" holiday season. >> reporter: a big part of the problem was in the densely populated northeast, where more than a fifth of country's retail sales take place. holiday spending priorities shifted after hurricane sandy as homeowners focused more on repairs than on gifts. also dragging down sales was uncertainty about the so-called fiscal cliff, tax hikes and spending cuts set to take effect next year. if lawmakers don't reach a deal to avoid it, consumers could see higher taxes eating into their paychecks. even online sales suffered. compared to past years of double-digit growth, this year, online holiday sales rose only about 8%, compared to nearly 16% last year. overall, holiday spending accounts for up to 30% of retailers' annual sales, so the disappointing season is a concern for an economy struggling to recover. >> consumers need to have more confidence. consumers need to feel that their jobs

shooter at sandy hook elementary school in you intown, connecticut. it's heartbreaking to listen to the stories of innocent lives cut cruelly short. the pain and grief of the families and friends of these students and teachers are unimaginable. i just want to echo some of the comments that senator durbin made and senator leahy made. we know that the teachers and the aides put their life on the line in order to try to save children. the unbelievable task of the first responders coming to the scene, not knowing what they would find, we send our prayers to all. this is a tragedy beyond words, and i think president obama said it best last night that our hearts are broken. but as senator durbin has said and senator leahy, i particularly want to thank you, we need to take action. congress needs to come together and take action to protect the safety of our children. we must do better. there have been too many episodes in which children's lives and others have been lost that we must figure out ways to do things, to act to prevent these types of tragedies. this conversation must include a

"consumer reports" says spending fell in october after rising in september. the gdp was higher than estimated. i never can quite figure out how they can both be true and whether or not this continues in coming months. >> that's a great question. i think we need to start with the revised number for the third quarter. the reason we saw gdp growth in the third quarter was because businesses were restocking their inventory. an government spending increased about 9.5%. not sustainable indicators of economic growth in the long term. consumer spending makes up about 70% of economic growth. the fact we saw that come down in october and actually the fact in november the early numbers despite a robust holiday shopping weekend are still not looking so good is why we're seeing economists predict a weak fourth quarter economic number. and we're actually seeing numbers as low as 1% which would be really terrible. >> no
